Is WeHo movin’ on up?

A mammoth 34-story mixed-use tower that would dramatically reshape West Hollywood’s skyline forever is heading to the West Hollywood Planning Commission this week.

On Oct. 1, the commission will consider a proposal for a 514-apartment development at 1000 North La Brea Avenue, on the northeast corner of La Brea and Romaine Street.

The proposed development, brought forward by CIM Group, would replace a former CEMEX concrete batch plant and vacant warehouse with an approximately 352-foot-tall building containing 514 residential units and about 30,000 square feet of ground-floor commercial space.

If approved, the tower would stand far above the current height limits, which are capped at 90 feet, or eight stories.

The proposed project would reach 34 stories with a floor-area ratio (FAR) of 9.85, well above the standard maximum FAR of 3.0.

Of the 514 apartments, 128, or 25%, would be designated affordable. That includes 51 very low-income units, 51 low-income units and 26 moderate-income units.

In the city of WeHo, which is part of Los Angeles County, larger residential developments with 11 or more base units are typically required to set aside 20% of those units for affordable housing under the city’s Inclusionary Housing Ordinance.

The remaining 386 apartments would be market-rate. The affordable apartments would be located on floors 8 through 11 and share the same common amenities as the rest of the building.

The development would also feature six billboards integrated into the building’s facades, including one full-motion digital display. West Hollywood would receive 20% of the adjusted net billboard revenue under the proposed development agreement.

Lucky residents would get access to landscaped gardens, a pool deck, indoor amenity spaces and rooftop open areas. The project includes 674 parking spaces and more than 260 bicycle spots.

So far city staff have received 68 pieces of public correspondence, all in support of the project. The Planning Commission will make a recommendation to the City Council, which holds final approval authority.

The project has been in the works for several years and would help West Hollywood move closer to its state-mandated housing goals.
